Gov’t Invites Proposals for EPC+F Rehabilitation of Hinterland, Coastal Airstrips

The Government of Guyana has invited proposals for the rehabilitation and upgrading of several hinterland and coastal airstrips under a new Engineering, Procurement, Construction and Finance (EPC+F) arrangement.

According to tender documents issued by the Ministry of Public Works through the National Procurement and Tender Administration Board (NPTAB), the project is divided into four lots and targets critical aviation infrastructure aimed at improving connectivity, safety and economic access in remote and coastal communities.

The Request for Proposals (RFP), titled “Rehabilitation & Upgrading of Hinterland/Coastal Airstrips – Lots 1–4,” seeks qualified firms or consortia to undertake the design, engineering, procurement of materials, construction works and financing of the airstrip upgrades.

Officials said the EPC+F model is intended to accelerate delivery while leveraging private sector financing to support infrastructure expansion in line with the government’s broader transportation and regional development agenda.

The works are expected to include runway rehabilitation and extension where required, installation of improved drainage systems, upgrading of lighting and navigational aids, and other safety enhancements consistent with civil aviation standards.

A pre-proposal conference will be held at the Ministry of Finance, Main and Urquhart Streets, Georgetown, where prospective bidders will have the opportunity to seek clarifications on the scope of works, technical requirements and financing framework.

Bids must be submitted to the Chairman, National Procurement and Tender Administration Board, Ministry of Public Utilities and Aviation, 55 Main Street, Georgetown. The submission and opening of bids will take place at that address.
