GEORGETOWN, Guyana — The Government of Guyana has invited engineering, procurement, and construction (EPC) proposals for the design, construction, and operation of a large-scale ammonia and urea fertilizer plant, part of its plan to leverage natural gas from the Wales Development Zone.
According to the government’s invitation published in the local newspapers on Sunday, the project—estimated to cost no more than US$300 million—will utilize up to 20 million cubic feet per day (MMCFD) of gas from Phase II of the Wales Pipeline. The proposed Guyana Ammonia and Urea Plant (GAUP) will be built east of the Gas-to-Energy Combined Cycle Power Plant and the Natural Gas Liquids (NGL) facility at Wales on the West Bank of Demerara.
The plant, expected to be operational by 2027 or 2028, will produce up to 300,000 tons of fertilizer annually. The initiative aims to lower fertilizer costs locally and across the region, including Northern Brazil and the Caribbean.
GAUP, a company to be incorporated under a public–private partnership model, will manufacture and market ammonia and urea, receiving lean gas from Guyana Power and Gas Inc. (GPGI), a government-owned company. The EPC contractor selected will be responsible for securing a world-class licensor for the fertilizer plant.
The government said EPC proposals must include detailed technical, financial, and operational information, including prior experience, project design and engineering timelines, EPC price breakdowns, and local content participation. The successful contractor will also be expected to submit draft EPC and operational contracts, a business plan, and financial projections.
The Ministry of the Prime Minister’s Office will oversee the process through the Gas-to-Energy Task Force. Proposals must be submitted by January 22, 2026, to the National Procurement and Tender Administration Board (NPTAB), Main and Urquhart Streets, Georgetown.
