Guyana, DR sign MoU to strengthen cooperation

May 14, 2026

The Governments of Guyana and the Dominican Republic are continuing to deepen bilateral cooperation under a 2023 Memorandum of Understanding (MOU) that established collaboration in key sectors including energy, oil refining, agriculture, tourism and petrochemicals, according to a joint statement released on the official Facebook page of President Dr Irfaan Ali.

The agreement was signed during a state visit to Guyana by Luis Rodolfo Abinader Corona, as both countries moved to strengthen diplomatic, economic and energy cooperation.

Guided by the framework agreement and bolstered by growing private-sector engagement in both countries, several initiatives have steadily advanced across a range of strategic industries aimed at strengthening economic integration and regional development.

Another significant step in the partnership was advanced today as the Government of the Dominican Republic, through Refineria Dominicana de Petrรณleo S.A., continued discussions focused on expanding cooperation and exploring strategic investment opportunities within Guyanaโ€™s rapidly growing oil and gas sector.

Among the matters under consideration is investment interest related to the Berbice Block, previously held by On Energy, along with broader discussions surrounding regional energy security and future opportunities for collaboration in the energy industry.

The joint statement said the engagements align with the Government of Guyanaโ€™s long-term vision of strengthening national and regional energy security while positioning the country as a key energy partner within the Caribbean.

The two presidents also welcomed the increasing collaboration between private-sector entities from both nations, particularly efforts aimed at establishing partnerships and consortia in agriculture, energy and petrochemicals.

Both governments expressed satisfaction with the progress being made under the MOUs signed in 2023 and reaffirmed their commitment to advancing initiatives that strengthen economic ties and create new opportunities for the people of Guyana and the Dominican Republic.
